Renaming the plugins folder won't solve anything, it's an essential folder required by Joomla. The culprit would appear to be the Googlemaps extension as I mentioned earlier.

My suggestion, restore your site to 3.10.x with your backup, then remove GoogleMaps extension then try the migration again.

One thing you could try, temporarily is rename the file: plugin_googlemap3.php within the /plugins/system/plugin_googlemap3 folder. Or disable the plugin within the database directly.
